NYT article highlights 2008 voting hurdles

In a March 10th article entitled "Hurdles to Voting Persisted in 2008," the New York Times explores the results of a 2008 study conducted by the Cooperative Congressional Election Survey. While the study reveals that certain registration and administrative issues remained in 2008, it also shows that significant improvements to the voting process have been made since 2000.
