Since 2008, State Voices has been a national leader in nonpartisan civic engagement. We employ the principles of collective impact, unifying change agents from different sectors around common goals to strengthen our democracy, building the capacity of partners with shared resources, and amplifying the voices of the underrepresented. We work in states to strengthen grassroots efforts by making efficient use of limited resources, promoting best practices, and achieving solutions no one group could achieve on its own.

State Voices sustains a dynamic ecosystem of 23 state tables comprised of 784 partner organizations. We also train and support an additional 214 partner groups in at-large states through our Tools For All Program.

State Voices provides the organizations in our network with the tools and support they need to help create a healthy and thriving democracy. We advance this work through three national programs: Civic Engagement (voter registration and turnout, issue advocacy and constituency engagement), Civic Access (voting rights and election administration) and Civic Representation (census and redistricting).

Position Overview

State Voices seeks a Civic Engagement Manager to provide general oversight of the organization’s 2019-2020 multi-state voter registration program in communities of color. This position will support the voter registration program 50% of the time. Under that body of work, this position will report to the Senior Manager of Capacity Building, and will be responsible for working with national and state table staff, as well as partners, to develop, implement, and monitor voter registration quality control systems for the State Voices network. The Civic Engagement Manager will also spend 50% of their time working directly with the State Capacity Building Department to ensure that State Tables have the capacity and skills to build power and win. This position will report to the Senior Manager of State Capacity Building and will help the department meet its annual strategic goals by building individualized capacity building plans for states, creating and facilitating trainings, and supporting in-person gathering. In 2020, the role will move into more fully supporting our voter registration program at 100% time.


Voter Registration Program:

  • Kickoff/regional/ongoing trainings: Lead and co-facilitate in-person trainings scheduled throughout the state and throughout the cycle.
  • Support state table voter registration managers through training, regular check-ins and creating opportunities for cross-state collaboration throughout the program.
  • Maintain regular contact with voter registration program managers and strategize to meet statewide goals.
  • Support voter registration planning process for 2020 cycle, including budgeting, narratives and field plans.


State Voices Capacity Building Support:

  • Support the implementation of the State Capacity Building Department re-design.
  • Support State Directors and the network to expand cross-network learning and power building strategies.
  • Support the State Capacity Building Department meet its strategic annual goals.
  • Leverage voter registration program resources for the benefit of the entire SV network.


Voter Registration Program Responsibilities (50%): Build capacity and support table staff to provide on-site resource.

  1. Support network of voter registration managers at tables (20%)
    1. Work with table staff to develop updated materials and library/toolkit for 2020
    2. Develop a training curriculum for VR managers
    3. Work with VR managers individually as a thought partner and coach in their field support work.
    4. Convene VR managers for trainings, cross-network learning and peer-to-peer strategy
  1. Coordinate with national Voter Registration Program managers to meet statewide goals (15%)   
    1. Attend site visits with Voter Registration program staff and work with field team / office managers to provide in-the-moment solutions as well as gap-filling over time for needs in the field.
    2. Communicate regularly with program managers to share information, align expectations, and distribute tasks.
    3. Attend weekly state table calls to stay current on field progress and evaluate current needs for training/support.
  2. Work with table directors and voter registration managers to complete 2020 VR planning process.  (15%)
    1. Support table staff to finalize 2020 budgets, proposals, field plans in a short timeline.
    2. Develop instructions and trainings as needed for supporting table staff with planning process.

SV Responsibilities (50%): Work with Senior Manager to meet the broader capacity-building goals within the department.

  1. Support the implementation of the State Capacity Building Department re-design (20%)
    1. Develop individual plans for up to 8 states to ensure that they are strengthening their organizational development, leadership development, resource development, and power building strategies.
    2. Develop templates, trainings, and webinars to support State table learninng and skills development.
    3. Work collaboratively with SDs to revise and implement new planning process for 2020.
  2. Support State Directors and the network to expand cross-network learning and power building strategies (10%).
    1. Help create and facilitate national + regional convenings
    2. Help create and facilitate SD monthly calls
  3. Support the State Capacity Building Department to meet its strategic annual goals (5%).
    1. Identify and support the department to meet its annual goals
      1. Participate in monthly departmental strategy and workplan calls.
      2. Develop and manage a clear workplan of your priorities and timelines to ensure that you are meeting the strategic goals of the department.
  4. Leverage our VR program work for the benefit of the entire SV network (20%).
    1. Develop a network-wide voter registration strategy using what states have learned from the voter registration project (10%).
      1. Survey non-VR program SDs to find out what they currently do for voter registration and gauge interest in what they want to learn.
      2. Organize VR  Ds, DMs and even partners to share their learnings to the rest of the tables.  (e.g. webinar, arrange for discussions, use part of our convening time).
      3. Build toolkit of usable training/QC/program structure materials based on network feedback.
    2. Support non-VR program states with civic engagement strategies (10%).
      1. Assess the ongoing civic engagement work happening in other states and the greatest needs.
      2. Develop 2-3 priorities for support for 2020.


The ideal candidate for this position will possess many, if not all, of the following qualifications:

    • Applicants should have at least one or more cycles of voter registration program and or quality control experience or equivalent field experience;
    • Broad and deep knowledge of, and commitment to, the principles of community organizing, including building the power of low-income communities and communities of color;
    • Commitment to social justice;
    • Effectiveness in alliance-building among community organizing groups, as well as in building relationships with other types of organizations;
    • A collaborative and facilitative approach to leadership, including the ability to effectively facilitate and manage participatory decision-making processes;
    • Strong strategic thinking and planning abilities;
    • Ability to work well with people from diverse communities, and particularly with staff and leaders from grassroots community organizations rooted in communities of color;
    • Must be able to demonstrate a comprehensive understanding of the issues presented by a large scale voter registration program;
    • Should have experience with online canvass management and voter registration tools such as VAN’s Voter Registration tool or similar software;
    • Ability to travel and work evenings and weekends, as needed;
    • Willingness to travel (approximately 14-16 days per month);
    • Problem solving skills and ability to work and stay poised under pressure;
    • Bilingual capacities in English and Spanish a plus.

Compensation: Compensation is $60,000-$75,000 based on experience.
